There is a simple way to keep nigerian streets clean, and at the same time provide a basic form of social services. Allocate rubbish bins (the big plastic ones) to the poorest people in society. Every person can apply, the rubbish bins are allocated based on a random lottery. At the end of every day, the Government buys the full rubbish bin from the ‘owner’ for N1000 at the central rubbus dump. It is up to the owner to figure out how to get the rubbish bin there, and if the area allocated to a rubbish bin is found to be dirty, then people can take photos with their cameras and submit it. In that case, the rubbish bin owner loses his bin and it’s reallocated.
